Just moved into an apartment. The window frames were painted over. Now they have the black mold growing out eating the paint. What and how do I tell my landlord...

Perhaps there is a leak around the windows. Are they original or can you tell if they've been changed out? If the flashing is done wrong they can easily leak and get moldy. It could also be from condensation on the glass.
Try to keep them clean.
