What is this in the pics?
Is it mold that is dormant?
It is very dry like dust.
Does dust collect in circles like that?

Possibly mold. They start as micro pin head colonies and grow out from there.

Take a tape lift sample and mail it or take it to a local lab.

The foam behind carpets doesn't last that long... If the carpets are old.

But it does look like mold. Mold does not move on its own power, however, any of kidney/liver diseases caused by mold and mold toxins and immune/allergic reactions can cause itching and rashes, redness, burning sensation of skin, cracking, burning eyes, damaged vision, etc.

Talk to one of the very, very few doctors who undertstands mold illnesses.
